I bought minotaur.nu a few years ago as a first domain name, but it was cheaper then. Since then I've been buying .co.uk's - I can get them for about 7 pounds, even with the strong pound to a weak dollar, thats only a little over 13 USD.
Nominet, the UK registrar does it the right way - the domains are a basic £5 for two years, though with a little markup and VAT (sales tax), it's 6 or 7 pounds. Registration and changes are also done almost entirely automatically, if you have a Nominet tag (not usually for individuals, you go via an intermediate company), you just send a formatted email that has been PGP signed, and it's done in moments.
