Whilst you may argue that you only wish to persue the most innocent of goals, the reason sites get blocked are legitimate ones. If you think they are not, approach the person in charge and request the block be lifted, stating your reasons.
I know of a particular individual who jeapordised his prospects in education setting up such sites. This is not a trivial matter.
Schools endeavour to protect users. Filtering solutions have updated to prevent this loophole.

CGIProxy is da bomb script. I used it last year when I was working in China to read the New York Times and access blocked Geocities pages. It even helped me research grad schools (Umich.edu: blocked!).
